  7.     Bush Administration officials are seriously considering
  8. freezing a $300 million aid package to Violeta Chamorro's
  9. government in Nicaragua. Reason: Nicaragua refuses to withdraw
  10. a suit filed in the World Court charging that the U.S.-backed
  11. contra war violated international law. The cautious Chamorro
  12. doesn't want to offend the powerful Sandinistas, who filed the
  13. case in 1984 and continue to hold control over the people's
  14. army.
